The Former President's Progressive Warning Misses Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a flawed view of Europe. The document asserts that open-border policies and so-called "woke" agendas pose an grave threat to the continent's identity. Yet, this perspective rests on a serious misreading of the situation. The actual challenge facing Europe is not cultural but economic and technological lag.

The Stark Growth Gap Separating Europe and the US

The data paint a sobering contrast. From 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent growth for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like Italy and France.

Today, about half of the world’s top fifty technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity is driven by stronger productivity growth in the US, largely due to breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly American. Over the past five decades, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a vital question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Experts widely concede it is essentially a two-horse race involving the United States and China, with European nations entering at a significant disadvantage.

Root Causes of Europe's Technological Lag

Several key reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. Europe has yet to establish a true unified investment market, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A American entrepreneur can introduce a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population, is divided among 27 different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Key analyses on EU competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

Europe still possesses considerable advantages: skilled workforce, excellent education systems, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
